He also admitted that there is not a single educational institution in India which is equal to the best institution in the advanced countries. Education systems in other countries are very different from the prevalent "learning by rote" system in India. Unlike a purely theoretical approach adopted by Indian institutions where importance is placed more on completing a syllabus, overseas you learn with a mix of theory, hands-on practice through projects, quizzes and group participation. The most important factor is "employability". Having completed a programme overseas raises the probability of a quality job manifold. Because you 'understand' what you have learnt, and you are able to use the knowledge so acquired.
